(Louisville, Kentucky) A week before Louisville Metro Council votes on a gay rights ordinance mailboxes throughout the city are being filled with flyers and leaflets telling people to pressure their council members to vote against the measure.
The majority of the material has been sent by a conservative Christian group that claims gays would get special rights that are would include forcing teachers to give classes in gay sex.
The Evangel World Prayer Center calls the proposed ordinance "unchristian".
The mailings claim that the proposal also would require employers to "hire someone just because of their sexual behavior."
The proposed ordinance has divided the Council. Metro must adopt some form of civil-rights law by the end of 2008 or, under the law that merges the city with the county, the existing legislation would be wiped from the books.
Earlier this month, a committee could not agree on whether to include the gay protections which were part of the county legislation. The committee ended up approving two versions of the civil rights ordinance to present to the full council on December 9. One version includes gays, the other does not.
The conservative Christian group pushing for defeat of the gay section of the bill are hoping to muster enough opposition to ensure defeat of the measure.
Its leader, Frank Simon, a longtime opponent of gay rights, claims in the mailings that if the ordinance is passed it would lead to more gay teachers in Jefferson County public schools.
Supporters of the measure dispute the claims.
Dan Johnson, the sponsor of the proposed ordinance, said the proposal wouldn't give more rights to anyone because it is the same as the old Jefferson County civil-rights ordinance, which has been in place since 1999.
It prohibits discrimination based on race, color, religion, national origin, family status, age, disability, sex, gender identity or sexual orientation in hiring, housing and accommodations.
Bill Eckels, executive director of human resources for the Jefferson County Public Schools, said the ordinance wouldn't affect the school system in the hiring of teachers.
"There is no policy on (gays and lesbians) specifically," Eckels said. "Our policy says we won't discriminate or harass anyone based on anything."
